Im pretty sure the second tier of powers require psy rating 2 (not 1) and dont typically unlock until halfway through your second class. You'll know you're in a psy anomaly because your screen will turn bluish, the bluer it gets the more intense the psy damage. Using pyromancer, unsanctioned psyker, light your self on fire with the pyro trait to boost power level by 1 while on fire you can get 6 psy level with all the talents.
